If a piano hasn't been tuned in a long time or has been exposed to unstable environmental conditions, the strings will lose a lot of tension, resulting in the pitch of the entire piano dropping significantly. Raising the pitch requires extra time for the technician to "overshoot" the intended pitch and allow the piano to settle in at the new tension.
